1991 four winns 3.0HO starter??

I have a 1991 four Winns 3.0ho cobra. I have a new battery and it starts great about 10 times. Then on the 11th or so it just badly turns over the engine to start it. I go back to the dock plug the battery charger in and within 5 mins it says it is 100%. Even before charging my I check th battery voltage and it is fine. Also cleaned the battery connections. And sometimes the volt meter on the dash does not work. What could be the problem?

I'd kit the starter in a second. Sounds like the brushes are worn and contacts could use cleaning.

It’s strange that once I charge the battery again the process seems to reset. The boat fires up no problem until about the 10th time. Still think it would be the starter?
