1991(ish) 48hp won't idle right

I can't seem to make my 48hp Evinrude run right at idle or low throttle settings. It will run and is useable, but I know it's still not right as it will barely stay running at the specified idle RPM and will sometimes stall out. Runs great at WOT and high throttle settings. I have rebuilt carbs, rigged it, etc. One things I did notice yesterday while trying to get it right out on the water was that at low throttle/idle it will spit fuel out of the intermediate air bleed on the top carb. Since I don't have a real good understanding of the inner working of the carbs, I was wondering if anyone on here could tell me what that is an indication of. I didn't have the float gauge the manual calls for when I rebuilt them, but both floats are set the same and are level with the gasket surface when held upside down with the float closed. I don't need to come up with a solution right now since i gave up and took it into a shop yesterday, but being an do it yourselfer type of person I was just wondering what it might be. Thanks.
