1991 mercury 200hp warning module

When starting my motor I have a contant alarm going off when switch is in on position (motor doesn't even have to start). I pulled all wires off warning module including temp. wire. Left green, purple(power to module) and black (ground). Alarm only stops when I pull wire from module going to alarm. I believe module is bad but wanted to get some opinions from some of you. Is there any thing else that I'm overlooking. Also when this alarm sounds do I loose two cyl. which is why the motor is running so rough. Thanks for any info.

The alarm is a continuous beeping sound,it will only cut off when I isolate it from wire coming to terminal with high temp and alarm wire. I took high temp. off only and it keep beeping.
