1991 Rude 90 HP top end problem

This motor starts and runs great, idles perfectly. . .but I am only getting 31 mph at 4500 rpm. Previous owner swears it will push this boat at over 40 mph. I hooked up an auxillary gas tank and got the same result, so I don't think it is a fuel restriction. I have a fuel pump kit but have not installed it yet. I took the existing fuel pump apart - it looked ok so I didn't replace. The prop has some dings and dents. Could it be the prop? Carbs need cleaned? I just bought the boat and it's possible it sat for a while. I had the compression checked and the mechanic said compression was "exceptional". Any help is much appreciated. My first boat in many years, so any other advice you have is welcome. Boat is a 17 ft 1992 Lowe 1700.

if the prop is damaged that will cause poor performance but your rpms still should be there.
the engine should run at wot about 5500rpm.

if not

check:
- is the timing advancing?
- link and synq ok
- trothle valves wide open?
- fuel presure ok?
- do all 4 pistons make power? fuel,spark,compresion.
