1991 VP DP-C water in trim oil

I have a 1991 VP DP-C. I have been having some issues with the trim/tilt. I had it out on the water and was having issues staying on plane. When I got the boat out I noticed that I have water in the trim oil. I am assuming it must be coming past seals on the cylinders? Are they hard to rebuild?
