1991 Yahmaha Outboard motor having issues going into gear

First off. I would like to thank for any help that I get. I don't know much about boat motors. I'm trying to help out my father in law. So here goes. 2 weeks ago we took the boat out to the ocean to do some shrimping. Boat started fine and went into gear fine. As soon as the boat went into plane about 200 yards from dock the motor quit. We were told it was water in the gas. Somebody went and got us some dry gas and put it in. Same thing happened again. We could never get it back in gear. And the motor sounded awful, like all the cylinders weren't firing. Took boat home and broke down the gas tank. He found something clogging in the filter in the gas tank plus 2 tbs of water. Took the boat to the lake and boat worked fine. That night, drove to the ocean . Started boat and put in gear. All was good till be got to plane about 200 yards from dock. Motor stopped and wouldn't go back into gear. Motor would idle but didn't sound good. Brought it home. He talked to the boat mechanic. Mechanic said it was the carbs. Rebuilt the carbs. 2 carbs each had a bent corner on the gasket like they weren't sealed plus some corrosion or something in the carb. Everything else looked fine. So we soaked and put the carbs back together with the kit. Took the boat out to the lake. Started fine and ran fine. But this time he raised the motor while moving and it shut the motor off. Could not get it back in gear. Got to the dock. Started motor out of water and went in gear. So, we've run out of ideas. Any help is greatly appreciated.

Seems to me that you have 2 separate problems.

1. Stalling due to bad gas.

2. Not going into gear.

Am I reading you correctly?

I thought it was bad gas. He even mentioned that he put some in his old pickup and the truck sputtered. Today he added a whole new tank of gas. He was squeezing the gas ball primer, i guess that is what its called, and found a whole in the gas line. He replaced the gas line and that squeeze ball. Took the boat out for a spin and said everything worked fine. Could all that make the boat run fine one minute then the next not wanting to go into gear? I'm not wanting to break down in the ocean for a 3rd time so I want to make sure. lol. Thanks for the help.
