1992 40HP merc fuel pouring out of carb

Hi guys on my 1992 40hp merc 4cyl, there is fuel pouring out of the bottom carbs air vent when you prime the bulb it shoots out and also when running the motor the fuel shoots out of the hole. The air vent hole im reffering to is when you look at the front of the motor its the top right hole of the carb. What could this be? Stuck Float/Broke needel valve?

Float level is too high or the needle is not seating time to take it off and have a look see and a possible part replacementor total carb rebuild. There should never be fuel in the carb throats. Occasionally they leak when tilted for trailering but at running the sould never leak
