1992 evinrude 15hp pullstarter not working right

so i let a friend use my outboard this summer as he only has a 5hp, and he pulled the cord too hard and broke the pullstart, oddly enough, his pullstart is also broken. so i just bought a whole new recoil starter and put it on the motor tonight, but ive run into an issue, if i tighten the starter all the way it locks up and doesnt work, if i leave it loose it works fine. i dont recall the other one being loose, any suggestions? if it matters the model is e15renm

There is a washer in the assembly that is not in the right place.---Don't believe it , so you need to look for that washer on the parts diagram and get it in the right place before putting the bolt though.

i thought i had everything in place, i wonder if the washer under the spring slipped out of place. il take it back apart and check tomorrow

The washer culprit is the one that goes in the recess in the center of the cup that holds the rewind spring.
