1992 Merc 40 hp SN#0D105940 tilt/trim

The power tilt/trim works very slowly, all the way up and down on my motor, I see the fill plug on the motor, do I raise the motor all the way up before I open this plug, and then what is the proper level to fill to? I picked up the correct oil, just want to make sure I don't overfill or underfill.When running the motor up and down it sounds like it is low on fluid, maybe air? Is there a way also to bleed, motor has been sitting for about 8 months. Thanks, Brad

Raise the motor all the way up, remove screw and add fluid until it comes out the hole. Replace screw hand tight. Then raise and lower the motor 5 or 6 times, check and refill the unit as needed. Repeat one more time and you're done....No need to bleed...
