1993 70hp overheat

Looking for some advice my 93 70 hp overheats before the thermostat has a chance to open. As soon as the alarm sounds I can remove the housing and see that the thermostat had not opened much at all, and yes it is really overheating. Are missing restrictor plugs an option and where are they located. New impeller and thermostat installed.

do you have a good strong tale tell stream? is the pin hole clear in the thermostat plate.

The stream is strong. Not sure what you mean by the thermostat plate. If I remove the larger spring (after the thermostat) it will take longer to overheat. Is the pin hole in the diaphragm if so it has been replaced as well as the spring.
