1993 Johnson 60 HP Trim Moving Problems

I have 60 HP Johnson and the trim works fine going up and down but can move slightly up/down when I pull up on it when trailered. When it is in the water it slams back or forward when switching from forward to reverse. I am fairly new to this. Any suggestions?

Is the tilt cylinder ram actually moving or are you just seeing the motor and midsection move?
