1993 mercury 75 hp 3 cylinder. first start after winterize

I just bought a 1993 mercury 75 hp 3 cylinder in grewt condition,, I purchased it with the understanding it is in perfect running order\, and was just serviced and freshened before the winter fogging a year ago. (A). recomendations before starting.(.B) . once i set it up in a barrel where do i start it from? Do i jump the starter? Or should i hook up an ignition?,,C). in perfect running order how should this motor perform on a 18 foot center console? thank you
