New rebuild running hot. Replace impeller. Removed thermostat and still hot. Removed the water pump and there did not seem to be any water in the engine?

The engine is dieseling,
Had the timing set at 4 and adjusted it to 8 before TDC.
Weber 4 barrel and 12 bolt pattern stock intake.

Water pump was not leaking, could it be bad and not leak?

That would be the logical place to start....
When you fired it up, did the amount of water bypassing the flusher on the drive diminish? (it should, showing that the water pump is taking up water)...
If it did, and you still have no water in the engine, make sure the water tube is properly in the top housing of the water pump housing (you'll have to split the drive again.)
The other thing you can do is to pull the drive off and push the end of the housing into the water passage in the bell housing. That will push water into the engine and manifolds, and you'll see it flowing out of the exhaust reliefs at the bottom of the gimbal housing. You can also fire up the engine like this....
