1994 115 2/4 Mercury (Mariner) Tracker Pro Series Carb question

I just bought this motor and put it on my pontoon. The accelerator pump for the 2/4 capability is leaking but that is not my real questions since I found the rebuild kit for it....my question is do the needles on the carbs have any material that is ethanol sensitive? I can prime the engine and as soon as the bulb gets a little hard, it is easy to squeeze it right through that and it seems then that fuel is being overprimed, the smell of raw gas and starting the engine it acts flooded and hard to start. If the needles have neoprene ends it would make sense but if they are metal, sounds like a different solution? The engine only has about 200 hours on it.

You need to rebuild the carbs.
