1994 140hp evinrude starte spins but bendix doesnt engage?? HELP!!!

Ok so i bought this motor i know nothing about that hasn't run in a year, put new battery in and i get a high pitch noise when i turn the key, kinda like a low oil or high temp warning??--this is the first of my problems. Then I turn to start and starter spins but not very fast and the bendix doesn't pop up to turn over the motor. What could be the problem???? thank you for all your help.

You put in a new battery but was it fully charged??
Did you check the condition of the battery cables (both ends). As in are they clean and tight and "looking" at them is not "checking".
Try a battery that you "know" is good. Like the one from your car or truck. Brand new batteries have been known to be bad.
Can you move the bendix up the shaft by hand?? It may just be stuck from non-use.
Jump directly to the starter. If it spins freely and engages the flywheel you have low voltage or bad connections somewhere between the battery and the starter. If it still fails to spin up properly you need a starter or rebuild the one you have.

Got it it was a bad connection at the battery, it tightened it with pliers and it turned right over. thanks man!
