1994 150 hp Oceanpro Evinrude fuel problems

Stalls at low rpms. Stalled the other day and primer ball was flat. Tried to get on plane, and the engine bogged down and wouldn't pick up for about 5 seconds. Runs ok at high speed. Slow to start. Some water in fuel/water seperator, but no gas in bilge, so I know there's no leak on the bottom of the tank. Engine hiccups quite a bit. Any idea? Thanks, Mike

By FLAT, I mean that there was no gas in the ball, not acuatlly flat. Sorry for any confusion

Mike, Newer boats have an anti-siphon valve in the gas pickup in the fuel tank. Mine was located in the fule pickup elbow. If it gets gummed up it will restrict the flow of fuel.

Thanks for that Chris...From what I've heard, you can pretty much just throw that away (that is, it's not that important, right)? By the "fuel pickup elbow", is that inside the tank, or located just on top of the tank where the fuel lines start?
