Motor has not been run for 10 years but was running good prior. Tilt works sporadically. Motor has low hours.

How did you make your determination? Is it a tiller or remote controlled engine?

I'm new to this forum stuff so maybe I can explain my problem better. This motor is a 40 hp, 2 cylinder, 2 stroke, electric start [remote] on a 17' Bass Tracker. This motor has sat undisturbed for 10 years. Carburator has always been run dry after use. I squirted a small amount of 2 cycle oil into each cylinder before attempting to start. Pumped new gas mix into carb and carb seemed fine. Motor spun easily. I do not hear choke clicking when I press ignition switch down. I used a test light on both plug wires and had no spark. Don't know if this is related but power trim would go up but not down. I switched relays and motor will go up and down so I assume I need new relays. That is all I know how to explain my problem. Thanks for any advice.

Replace the waterpump impeller first! The carb gaskets and fuel pump components have probably shrunk from being dry for 10 yrs so pump up the fuel bulb until fuel is in the carbs and let it sit for a while, everything has been unused including the PT so just keep operating the electrical units they should come back on line. Make sure the battery connections are clean especially the neg. connection.

On the relays, not necessarily bad relays. Having sat for 10 years, corrosion could have isolated the contacts. Your removal and reinsertion, even though you switched relays, could have merely cleaned off the contacts between the relays proper and the wiring harness connectors, allowing for full conduction. Test for what I say would be to put the relays back in their previous sockets and if up and down works, you just needed to clean the contacts.

Might go around the engine and every where you see a connector, unplug it and replug it a couple of times to clean up any corrosion that may have accumulated between the contacts.
