1994 Evinrude 120 V4 cold start problems

This motor runs great when you can get it started. I had it started in my yard for the first time this year a couple of weeks ago. Took a while to get it going but once it started and ran I let it run for a long time. Stopped and started it multiple times and it was perfect. Fast forward a week and I get to the lake and I couldn't get it started. I wore my battery down cranking it and had to swap the starting battery with one of my new trolling batteries. It still wouldn't start so I popped the cover off and noticed what seemed to be a fair amount of oil in the bottom of the motor housing. I took the air cleaner box off and dumped quite a bit of oil out of it. I drained all carbs thinking that maybe I flooded it. I cranked it quite a bit out of water and was able to start it. I then went back to put the boat in the water and it struggled to start. I tilted the motor almost out of the water and got it running and let it idle for a while and we were good to go. It's got new plugs and a fairly new fuel filter. It's got new premium gas and fuel system stabil/cleaner. I am going to replace the fuel filter and get a new starting battery. When running all cylinders are between 120-130 degrees. Maybe it's something wrong with the VRO pumping too much oil at start up or possibly the way I am starting the motor? Looking for some advice on what to look for. Thank you

I am pushing the key in while cranking. One thing I have noticed is that the oil primer bulb always stays firm, I never have to pump it. Maybe it's pumping too much oil in at start causing it not to fire?

I would start with a load test on the battery.----Then take the starter apart for inspection and ohm test on armature.-----Then inspect battery cables.-----NO MONEY SPENT.----If these motors crank a bit slow they simply will give you starting issues.

I did notice that my starter seems to disengage a few times, it would crank for a few seconds then it sounded differently. I figured it was either the weakening battery or possibly the back pressure from having the motor submerged too far into the water. Would excess cranking cause excess oil to mix with the gas making it hard to fire?

Stop guessing about too much oil in your motor making it hard to start.----Do some inspection / trouble shooting to find your issues !!----It is abundantly clear to me that gas / oil mix in a 2 stroke motor and how that works is not well understood.
