1994 Mariner 25 hp lower unit seal repair help needed

Recently the impeller/coolant pump went out on my 1994 25 hp Mariner. The pee hole or tattle tale was the indication of this. I removed the lower unit with no problem and can see the impeller is in bad shape and will replace it. Now the drive seal under the water pump looks kind of like crap to me. I'd like to replace all the seals since I already have this thing apart and because it is old. The seal appears to be pressed into the lower unit. Can someone help by telling me how to remove this thing. I prefer not to buy special expensive tools that I will only use once if possible. Serial number: 0G019454.

I think i am gonna take a drill to the seal to weaken it, hoping that it comes out easier. I was told removing these seals is risky as the lower unit housing tends to break.

Is there water in your lower unit if not leave it alone.

There isnt but the rubber in the seal is falling apart. Proactive over reactive is my thought process as the whole lower unit is too expensive.
