You will have to dremmel/grind out the cracks, down to fresh glass, then re fill with gelcoat. However if the glass is wet or damaged, it'll gave to be ground back and replaced also. It sort if looks like the gel is loose in spots like you could peel it off. This is a repair that should be done as soon as possible so it don't spread any further.
