I just purchased a 1994 sunbird 19ft with a 115 evinrude outboard. I am new to boating and the guy I got it from didn't know much about it. I seen it has a tank that you fill with two stroke oil and a primer bulb but how do I know if it's actually pumping oil? I don't want to ruin my engine because lack of oil. Any info would be greatly appreciated. Like I said I know absolutely nothing about boats.

To put your mind at ease, you can ensure the Fuel Tank has 50:1 premix in it for a couple of hours. Then check the Oil Tank to see if there is less Oil in it. If there is, you should be okay. If the Oil level hasn't dropped, then you know there is likely a Problem. The VRO has proven to be quite reliable, though there were some teething problems with the early engines.

So it won't hurt anything if I have premixed gas in it and the oil pump turns out to be working? Maybe just smoke a little more than usual? And what about the primer bulb coming off the oil line do I need to prime it before I start it?

Get your self a service manual for this motor. It will be a very valuable resource for you now and into the future.

When the engine was New, it was likely broken in using Premix in the Fuel Tank, for the same reason, to insure the VRO was functioning. A few hours of extra Oil isn't a problem as only at Full Throttle will the VRO be supplying 50:1, at lower speeds, and loads, the amount of Oil is reduced, to less than 100:1. You don't have to use the primer bulb very often,

Here is a link about how the VRO works and issues with it
