1994 Volvo Penta 3.0 GL throttle adjustment

Good Morning All,

I was out on my boat yesterday and I noticed that I wasn't getting full throttle (I just bought the boat a month ago). I noticed there is play in the shift lever from neutral to drive. Is this how it's supposed to be or how do you adjust the throttle. I was getting about 3800 rpm's when I should be getting around 4300-4500. My max speed was about 22 mph.

The throttle should not move when shifting from neutral to forward or reverse.
With motor OFF, move throttle to WOT and look down the throat of the carb to see if the throttle plate is full open
