1995 3.0 volvo penta bogging

Hi there i have a 1995 lund 18' . Bought the boat knowing it had a motor issue prepared for worst which it was. Block had to get sleeved and rebuilt. Got motor back and put it in the boat . Got everything done that had to be cam break in , timing etc. Boat runs excellant in neutral but when put in gear it seems to struggle to get on step and when it planes i can only get 3200 rpm out of it. Any suggestions would be greatly appreciated. Also carb was rebuilt. Thanks

Ayuh,... Sounds like Fuel Delivery,... Start with the Fuel Filters...

Am I correct in thinking you didn't drive this boat before the rebuild?
Check your propeller pitch. For all you know, that may not be the prop the previous owner ran. If you are trying to turn a 19 or 21 inch prop with that little motor, it's like putting 40 inch tires on a Yugo. You are gonna lose top end and have problems planing.
That said, I think your problem is more likely fuel delivery, like Bondo said.
Did you buy the boat from someone that lived at a much different altitude then where you are now running it? Is it jetted incorrectly for your alt?
Recheck your timing, distributor placement, and valve timing.
But check that prop first

no i didnt drive the boat before the rebuild. the prop is also 14 3/4 x 21 pitch . Boat also idles perfect and can get the revs in neutral but under load it is not coming out of the hole cleanly almost like it is loading up but if i feather it it will eventually come out but will only rev to 3200rpm. does anyone else have a similar setup for boat and motor if so what pitch are you running
