1995 5.8l OMC Cobra not Shifting

I had my boat for about a year and ran with no issues other than the expected since it is a older boat and new to me. One day mid-July I was idling through a no wake zone, and instantly lost power to the prop but motor would still function normal. So I thought I spun the hub. Immediately i raised the outdrive and put my spare prop and hub. Fired her back up, still same issue, no power to the prop. Once I got towed back to the marina and my boat back to my house, I fist ensured all the cables were adjusted, then tested, still nothing. I then checked the shift shoe, it looked original to the boat and showed its age, so i replaced it and put the drive back on, when you initially shift now you can see the gear engage but no power to the outdrive. While I had the outdrive off because i had to replace a bellow, I done a visual inspection on all the drive shafts and u joints and saw no metal flakes or chunks missing on driveshaft splines. Any Ideas. Thank you in advance for taking the time and reading this.

What is your complete model number? Need to determine if you have a dog clutch drive or a cone clutch SX type drive.

If you take the cover off the back of the drive and remove the shift cable and shift it manually with the engine off, shift into forward and rotate the prop counter clockwise. Does it lock?

It does not when i manually shift, i can feel resistance, but does not lock when the motor is off.
