I was told the tilt and trim pump that is mounted on the inside of the transom is the problem. The dealer said they were about $1200. Can I get a kit and rebuild the pump? I can't pay that much.

They sell aftermarket T/T pumps way cheaper than the dealers cost.
I don't think this site sells the replacement(they don't) but Master Tech Marine does.
Not sure if the stuff they sell is right for you but take a look.

take the pump to your local hydraulics shop. it is an oildyne 108 pump assembly. Most can rebuild for about $65-$100 (geographically dependent)
