I recently picked up a 1995 Evinrude 15 hp tiller handle. It shifts into reverse and neutral. It will only shift into forward when the prop is in certain positions. At some positions of prop it will go forward but others the forward lever feels stiff and doesn't seem to go all the way forward. Once the prop is in the right position it can easily shift into all gears. Also stays in forward once in forward. Does it make a difference if I am messing with it on land and haven't taken it out or actually tried to run it yet? Any clues what the issue might be? Thank you!
