1995 Evinrude 175hp Compression

I have 100 psi on all the cyl. except for both bottom cyl they are 95 psi. I checked it when the motor was cold. I have been reading and I get the idea that it is more important to be balanced. But I think even though its pretty balanced 100 psi is low to me. What do you guys think?
