1995 Evinrude 90HP 2 Stroke Fuel Problems

I recently purchased a 1997 Sundancer 21' Pontoon with 1995 90HP Evinrude 2-Stroke. It runs great but it drinks fuel. Running about 4K RPM, we'll burn roughly 1.5 Gallons of fuel per 1 nautical mile. Is that normal? I also noticed that when idling in the dock it appears that fuel is being sprayed out of the engine (see picture) but I couldn't find anywhere in the fuel system that is leaking. Is that normal? I'd appreciate any advice!

There are 2 different 90 hp models in 95.-----Does primer bulb go hard , yes or no?-----Spark on all 4 leads ?----VRO in service or something else on this motor?

racerone, the primer bulb does not go hard, it builds pressure but doesn't ever get hard. All spark plugs are firing and are new. I'm pretty sure it doesn't have VRO. It's not indicated on the cover and appears the place to connect it is open (see pictures). The model number is E90TLEO.

Remove cover in front of carburetors.----Squeeze the bulb.-----See fuel leaking from a carburetor ?---If yes repair float / float valve.----Post results of compression test too.

Getting some parts and tools this week and will get back to working on the boat next weekend. Appreciate the advice and help.
