1995 Evinrude Vapor Separator?

Could some one explain how the vapor separator works on a 175hp Evinrude. I know it allows vapors to escape to the breather. But does the float and needle let gas or air pressure to the pressure switch? Also how would you be able to tell if the needle and seat are bad?

I am still trying to hunt down my air leak. And tonight I noticed gas coming out of the nipple going to the pressure switch. Don't know if that is supposed to be like that. Also the vapor pump, is it only there to push out the vapors?
