1995 force 40 HP carb help please,

Ok , y'all have helped me out pretty good. I have a 1995 40 HP force. I have rebuilt fuel pump, impeller, all fuel lines, new spark plugs, compression check, 130-127, so good compression. New tank lines, carb rebiult twice. Getting great spark to both cylinders. Problom is still hard to start. But if i spray fuel/oil mix in carb will fire up. Now does it sound like carb still not clean? I took carb apart,new gaskits, cleaned and blew out with air. Have not kocked the round caps out to replace on top of carb. Could that be problom? What do y'all suggest how to clean carb? Thanks again.

Sounds like the choke isn't working or you ain't working it right??
Turn key on.
Push choke in and turn the key holding choke in.

The primer: it shoots an extra shot of fuel to enrich the mix already going in.
It has a tiny hose from the primer to the side of the carb.
Key on, unhook the tiny hose and push in the key to activate the primer.
If it shoots fuel=Ok
No fuel= replace.
