1995 Force 75hp starting issue

Hi,
I recently purchased a used boat with a 1995 Force 75hp on it. The mechanical issue is with the motor. Whether it's hot or cold, the motor won't start with prime or no prime. In order for it it to start on the first try, I have to manually choke the motor by take off the motor cover (cowl) holding the carburetor flap open while someone turn the key. So what is this issue and what can I do to fix it? Any inputs, suggestions, ideas are greatly appreciated.

When first starting the motor cold, you should put the throttle lever in fast idle. Your controls are likely the type where you do this by pressing in the button at the base of the throttle lever and holding it in while pushing it all the way forward. This deactivates the shifting cable, leaving it in neutral, and opens the throttle. It should stop on its own a good ways short of normal, in gear WOT. Once it is in fast idle, press in on the key while also turning it to the start position. Pressing in the key activates the choke solenoid which squirts fuel directly from the fuel bowl back into the intake manifold. Keep the key turned until it starts but no more than 7 or 8 seconds. If it coughs but doesn't start, try again but do not press the key in to engage the choke. If it doesn't do start or even cough then you likely have other issues such as fuel delivery to the carb or spark. Once it does start, leave it in fast idle for about 20 seconds then you can move it back down to regular idle position. This is a good time to visually check and make sure water is coming from the telltale as it should start "peeing" within a few seconds of starting up. On subsequent starts throughout the day using the choke and fast idle shouldn't be required.

Compression and spark test?
Is the primer working?
Pull the hose off the carb and have someone hit the key(push in to prime) and see if gas shoots out of the hose.
What's the idle set at?
The prime system is a one shot deal.One push one prime.
You need to push in the key for more choke.
