1995 Fourwinns 200 Horizon Engine problems

Still trying to get this sick guy going.

I will tell you what started all of this.
purchased the boat which is in great shape, the engine ran but would not get out of the water, I could not get more then 3000RPM. took it to the marina they said its the Coupler. $1300 later still the same thing. not happy, got the guy out right then and he said it was working great( don't believe him ) he said it could be 2 things, either the carb or distributor. So the monkey he is does he not take both apart!!. he screwed up the carb that is was flooding the engine and I could not believe the amount of black/grey smoke coming out of the exhaust. So I then said that's enough with you. So I took it up north to a older mechanic that everyone swears that if you have a problem he will fix it. so after the complete summer goes by and purchasing 2 ignition modules and him rebuilding the carb again, he said the engine is gone. Now I don't know who to believe as this motor was working, it was so quiet and started right up on the first try.


So my question is and hope to get a little guidence here, where should I start to figure if the engine is gone or figure out what is wrong and replace what ever I need to.

If you need pictures I can send them.
Also this boat had a hour counter only had 74 hours when i picked it up, they said they never used it at all.

What Pitch# prop is on it..

Props will not cause a 1500 rpm drop in rpm.

I guess I better post why, at roughly 150 rpm per inch of pitch, the prop would have to change 10" of pitch. If you have a 19" pitch prop, you sure wouldn't drop to a 9 pitch would you.

its not bad gas, as I pulled the tank out and cleaned it before the motor was ever started. and the prop is 14/19 Stilleto SS. I looked into that its the right one. has new gear oil in the outdrive which I put in, new plugs,new distributor cap/ rotor. I made sure before the boat went on the water it had everything new, I even replaced 3 belts just so I wont have one fail when I was out.
The problem is now as per the mechanic the engine is shot? what would be the best steps for myself to see if the engine it truly gone. One thing I just remembered he said the distributor has 2 different fly weights which he did not know if that was correct. he said one was stuck which would make it where I could not go beyond 3000RPM. but after he cleaned them up still was the same.

Ayuh,... Best place to start is a Compression Test....

Ok I did the compression test

Left Side front to back 140,149,150,200
Right Side front to back 151,141,148,180

Ayuh,... Is there water in the 2 back cylinders,..??

Something was spitting out of the 2 back cylinders when I was turning the engine over, just did not know if it was just gas,water or gas and water.

Try this.
With all the plugs out, crank the engine over and put the palm of your hand in the stream of what is coming out of the plug holes. If it beads up, it's water. Gas won't bead up.

Left rear reads 160 psi , Right side reads 170 psi now. no water just fuel. could I have had high reading because they were the last 2 cylenders tested with lots of fuel in each chamber?

Ayuh,... Possible,...
But it more likely it was Water, maybe from the manifold/ riser joint....

What would the next step to check, this boat only had 74 hours on it when I picked it up, the manifolds and risers should still be good? this was in fresh water as well.
