1995 Mercury 9.9 water tube

I picked up a 1997 Mercruy 9.9 LS for a project. It had a bad stator and I have it running. I removed the lower unit to check impeller and the water tube came out with the lower unit. My shop manual shows a graphic picture with a "tube" in the parts diagram near the rubber grommet on top of water tube. It does not list the product name in the tube. I assume its an adhesive and not a grease?
Anyone know what to apply to the rubber grommet before installation?

Found the answer: 2-4-C with teflon
