1995 OMC Cobra won't trim up

Guys, I've got a boat that the lower unit trims down perfectly well, but will not trim back up. Doesn't even make a clicking noise or motor noise of anything. I accessed the wires on the throttle (blue, green, red) and I've got 12v when I push the button up (green) & down (blue). Any idea?

Trim pump relay is probably bad on the up side. Or a bad connection back at the engine bracket.
