1995 Suzuki 75HP outboard ??? Impellar, wont go?

Hello all this is my first posting so please bare with me. I have 1995 Island Runner with a Suzuki 75 2 stroke. The problem I am having is when I put the boat in gear in the water I cant give it any throttle. However when I have the freshwater thing on it the boat will rev up fine. I have a hunch it could be the impeller cause when the water hose is connected it the pressure forces the water in. So I guess my question is... Is there a sensor or something so that if there isn't enough water flow the engine will idle back down on its own?? Lemme know. THX everyone

I would bet that your bottom carb is dirty. Take the carbs off and thoroughly clean them. It will run with no load because it's running on 2 cylinders. When you put a load on it it will just bog down and die.
