1995 Suzuki DT85 slips in and out of gear

at 1200 rpm in both reverse and forward gear. Thought it was the prop hub. Replaced prop and the same thing. It is a violent shake and jump once i move the throttle up to 1000-1400 rpm. Again it happens in F&R. As long as I lower the rpm below1000 RPM the shudder will stop and move at trolling speed in either direction.

Sounds like the pinion gear is stripped. I would look for another Lower Unit.

The pinion gear an be replaced, no need for a whole new lower unit!

Gears and bearing along with the labor can get expensive even if the case is still good , but you will not know for sure until it is torn apart and checked for what all needs to be replaced. At that point you can look for used or after market units. But Probably would be a good thing to check on prices so you know what your choices are.
