1995 Tracker Magna 17 Fish, floor replacemnt, hull repair

1. The empty void on the floor is where the internal fuel tank used to be. I plan to use the space for storage of my regular fuel tank near the stern and tackle storage near the console.
2. I cut out some of the foam floatation that had seeped onto the bottom and it was soaking wet. I'm not sure that all the foam is water-logged as there is some room for play and it seems OK on the top/middle. Should I cut it all out and replace with rigid pink/blue?
3. In addition to welding the seam above the eye hook, there's several rivets that require replacing on the bow and they're not (currently) accessible because the foam floatation is covered by aluminum and riveted to the hull. Can I replace them from the outside? If not, how do I remove the aluminum covering without damaging the rivets?

I have attached 3 updated pics.
I plan to remove the aluminum framing in the bow so that I can remove and replace the plywood at the bottom that is soaked.
I also realized that I can remove the thin aluminum covering the foam on the bow without touching the rivets through the bow so that's my next job tonight.
Also removed all of the foam as there was water soaked into the bottom of all of it. Some even had fuel/oil soaked in near the console (tank must have been leaking there). I plan to replace with blue/pink rigid in the same amount.
I'll also be able to seal all rivets from both sides now.
