at idle, no water from outlet, but flow at higher rpm's... replaced pump...same proble, then I noticed that motor has a thermostat(my 40 merc. does not... i dont think)...does motor have to warm up to show a stream???? we have not put boat in water yet... only run motor about 30 to 60 seconds each time with flushing ears
