This is where the tilt lever is supposed to be, the rope picks up whatever it's tied to allowing me to tilt motor, same with lowering it, but it won't lower all the way, and stays locked in the down position
You are not missing anything take the rope off. That motor is designed with the tilt lock attached to the shifting rod. Reverse and Neutral will lock the motor down. When you shift to forward the motor will unlock and can be tilted. So when you shift the motor into forward it can be tilted up. The lower unit on this motor is designed to be shifted into forward even with the motor not running. The coupler on the rod can be adjusted up or down if it is not working correctly. If the motor is not realeasing from full up position with just a slight pull on the motor. Look at the tilt lock on the side of the transom bracket it may be engaged.
thanks for the information about the tilt operation of this motor, I did notice that the tilt lock doesn't move, and there is some kind of slotted silver bar hanging on the port side as the motor is lifted, I'll get a pic of it tomorrow.

here's a couple of pics of the motor, also the shift rod doesn't connect to the bale or whatever it's called that makes the motor able to tilt, that's what the rope is for.
Only thing I found is what the name of the part is. 421411 HOOK Reverse Lock. doesn't show the shift rod or how it's supposed to be attached. Any help?
