1996 20' Mako, What should I offer?

I'm looking at a 1996 Mako center console loaded with 175 Mercury Outboard.
Does anyone have an idea what I should offer for it?
NADA says Suggested List Price: $19,750. Average Retail: $7,465
This boat seams to be in great shape. It is being docked in an ocean marina right now.
It comes with a dual axle trailer with brakes.

I have no idea what it's worth, but the NADA guide for boats is useless.

Find other similar boats in your area and compare what they are going for.

Condition is everything. Take nothing that the seller says at face value.......SELLER'S LIE! Check every part of the boat/motor out before even considering making an offer.

A sea trial is a must.
