Was given this motor hadn’t run in 5 years replaced impeller starts but is in forward gear when started. Has a dot and an arrow where shifter is. Should this motor have neutral and forward or is it in forward when started?

It has a wrap spring drive.----Should have neutral and forward.-----Time to take a look at the drive spring.----Maybe the tab is broken on the spring.
