1996 75hp Force Lower Unit

I'm currently rebuilding my entire lower unit for my 75hp Force. As I reassembled everything, I spun the prop by hand while disassembled from the main part of the engine itself, and it spun freely. As I put it back onto the upper unit last night, it was not spinning without putting a good amount of pressure behind it. It's acting like it is in gear and spinning the flywheel while in the neutral position. Anyone have any thoughts on this?

You have the thrust hub installed?
You sure it's in Neutral?
I've changed impellers and didn't move anything and it slipped into gear anyway and
when reinstalling I had to shift out of gear??????

I'm thinking I forgot to put a piece on the shifter linkage inside the lower unit. It is in neutral because if I hit the key the engine will turn over. I'm going to tear it back apart tomorrow and see if that's the issue. But the thrust washer is installed. Hopefully I can figure out what the issue is, walleye season is approaching quickly.
