1996 Evinrude 115HP

I have a 1996 22' Lowe 2220 SD deck boat with a 1996 Evinrude 115HP. The prop on it is a 14x17, It shoots right out of the hole, but it seems like I dont get anwhere when on plane. It is running about 3000-3500 RPMS when at full throttle. I typically have around 25 gallons of gas on board, 4 adults (770 lbs) 4 kids (200 lbs). I would like to know what kind or size of props I can go with

If it "shoots on plane it should make good speed and rpm.
What is the speed at 3500 rpm?does it respond to up trim?
How long does it take to get on plane? Are these figures with a full load.

It gets on plane instantly, as for MPH at 3500 RPM it is about 25 MPH, this is all at full load. I have played with the trim and it seems that it stays about the same.

sounds like your carb is not opening all the way ?

Is it definitely up on the water not plowing like it's glued to the water?
As suggested you may have a problem with the linkage under the cowl or the cables from the remote.

Nothing wrong with your motor. You are just under powered. Lowe lists max HP at 175.

If you take the boat's dry weight of about 2500 lbs and add your stated stuff, you come up with about 3612 lbs operating weight.

That's a lot for a little 115 to haul around, and the prop selector recommends a 13 pitch and says you ought to do about 5500 rpm @ 31 mph.
