1996 evinrude 15hp cant figure it out!!

hi guys i have been working on this motor for weeks i am convinced it has to be something small and i am overlooking it when i got the motor it was geting water in the botom cylinder i have solved that problem and it still will not idle i have to keep reving the motor i have also rebuilt the carb checked compresion everything can someone please help please

What do the spark plugs look like after running?

Is it running on both cylinders, have you checked spark?

I would strongly suggest getting an original OMC service manual for yourself. It will pay for itself many times over and give you the confidence to repair things you would otherwise shy away from. Have you set the slow speed needle and done a linc and sync? Is your motor a two stroke? I assume it is but I guess I should have asked that first. Best of luck. Rick.

the plugs are wet after runin i have always thought it was getting too much fuel for it to idle but it does not matter how much you adjust it does not seem to make much of a diffrence does anyone have the specs or layout of this carb it is a 1996 15hp

Those carbs have the plastic top, check to make sure it is sealing properly.
