1996 evinrude 30hp problem

My outboard has a problem. When I go WOT it'll take off to about 15 mph then the motor will spin, like there is weeds in the prop only there is not. I thought I spun the hub but I switched props and boom, the same problem. I'm not to experienced with outboards as to repairs. I'm not sure whats wrong with my motor, just looking for some wisdom..


Any info will help.
