1996 gti won't start

Hello,
I have a 1996 gti , got it out of the shop, supposing to be getting the gas guage and speedometer fixed, that didn't happen, when I put it in the water it ran a while and then quit at my dock, and wouldnt start again.it has a new battery .We put it on the jetski dock and started to start again it was real tight after further investigation I found the top fo the oil tank has come off. Does this mean that my machine didn't get oil and is now locked up and ruined?

not sure what you mean, by, top of the oil tank??

Removethe sprkplugs and the grey shield on the back of the motor and turn the pto. It should turn freely. Any resistance, you may want to them ,removethe head for further inspection of the pistons.
