1996 johnson 150 gas leaking when off

I have an issue with my engine. First off it is rediculously difficult to start initially then it runs like a champ. I can fish for hours and starts right up but just the initial start sucks. The other problem is when sitting on trailer and engine down gas and oil just run out of it. I decided to install a fuel cut off on both oil and gas lines. However, after a week of sitting my primer bulb was sucked totally in. What could be my issue because my quick fix surely didnt work like I though . I just dont get why it would suck gas like that when it is off. Thanks

Is the arrow on the bulb pointing to the motor? A bad gas tank vent can cause bulb to suck flat. On a 150 you should be getting an alarm when this happens. If your not the warning system needs to be addressed. A blocked fuel pickup or collapsing internal liner of fuel hose can also do it.

Store with leg up or down?
Checked operation of the anti-siphon valve?
Where (location) did you install the shut off valves?
Last time fuel and oil hoses where changed?
Checked fuel tank vent for operation?

I store the boat engine down. I will have to look up how to check operation of anti siphon valve. I have never checked it. I replaced the the fuel hose from the fuel water seperator to the engine and the primer bulb 2 years ago and arrow is correct way. The fuel tank vent deffinetly works. It just vents gas vapor all day. I put the shutoff valve right after the fuel water seperator. So it is totally closed off from the seperator to the tank so I feel the tank issues would not be the problem as the cut off valve would stop it. Also when winterizing last year and draining carbs the lower left carb was full of oil so not sure if it could be the problem. I'm sure if it kept taking fuel the gas would evaporate leaving the oil. Thanks
