1996 Mariner 115hp outboard will not start

Engine will not fully start. Turned key to start and it spins freely and won't catch. Has relatively new spark plugs, brand new battery that is fully charged. I checked the fuel line, gas goes to carburetor. Any ideas would be helpfull. I had to be towed across the lake back to dock.

Is it the starter spinning freely but will not engage the flywheel to turn the motor

OR

The motor turns over but will not fire and run?

If starter then check all battery cable connections, a poor connection will not spin the starter quick enough to engage the drive gear.

If the motor cranks but will not fire then check for spark at each plug wire.

If no spark, double check the lanyard, retest, then unplug the black wire with the thin yellow line that connects the ignition module to the motor wiring harness and retest. If it then fires there is a short in the wiring harness , lanyard switch, or ignition switch.
