1996 Mariner 9.9 Electrothermal Question

I'm having trouble starting our trolling motor. There is gas moving through the system but it won't start. The spark checks out fine. I suspect the Electrothermal choke is the problem. Can anyone tell me what the home position of the cylinder/pin should be and how it works? Does it pull gas into the carb during start up?

Its know as a enricher, the solenoid when used has a rubber tip that covers a hole in the side of the carb and when cranking it draws in more fuel. To use push in the key switch that engages the solenoid.

It's not electrical in any way... As already said, it's just a plunger that is pushed on by you pulling the 'choke' know. It just pumps raw fuel into the intake manifold by pushing on the diaphragm that it's attached to. The 'home' position of the pin is with the lever about 4mm away from the blue pin (it used to be blue anyway), and the pin sitting up about 3mm above the body of the diaphragm housing.... Seen plenty of them with the pin sticky, or stuck down... The diaphragm has a spring under it.
