1996 Mercury 175 Outboard external cooling line coming up from front of lower housing

I just purchased a 1996 Mako 201 with a 1996 Mercury 175 outboard. There is a water line coming up from the lower housing on the bow side just behind an external bolt. It rises about one foot before is is pinched off with a coupling that has been pinched closed on the end. It appears to want to go up the shaft that the motor pivots on, but I can't tell where it's supposed to connect to.

Does anyone know where this goes? What does it do? How do I connect it correctly? Is it okay to leave hanging out the lower end and pinched off?

That should be a speedometer line going forward to the instrument panel. If you are not using a speedometer, that is why it is sealed. See item 4 in this link:
